In 2019, Allan was elected to a second term on Philadelphia City Council. As an elected leader, Allan has focused on government accountability, creating jobs, expanding the City’s tax base, reducing poverty, and improving public education.
For more than 40 years, Allan has called Philadelphia home. Starting out as a young entrepreneur working multiple jobs and attending classes at Temple University, Allan has made a career in real estate and built a successful Philadelphia company.
After decades of private industry success, Allan decided to pursue public office to bring a new voice and vision to City Hall. But his business background is not the only experience to shape his perspectives. Growing up, Allan’s family had to overcome social and economic barriers, and were often at-risk of being evicted from their small apartment. It is this combination of personal and professional experiences that motivate Allan’s work on behalf of others in City Council.
Since joining Council, Allan has led the charge to steer City government towards more transparency and responsible financial management. He passed legislation to improve the collection of delinquent business taxes, promote and elevate the use of fiscal impact statements, enhance public property assessments, and correct major accounting and budgeting errors to help reduce the City’s financial risk and increase accountability.
Allan believes Philadelphia can be a national leader in economic growth. That is why Allan passed legislation to reform City taxes, such as reducing the wage tax on low-wage workers and modifying the use-and-occupancy tax for businesses. He has led efforts to protect homeowners and provide them with resources to sustain or improve their financial security, while also preserving communities.
Further, as the city grappled with the COVID-19 crisis, Allan supported the hospitality industry by expanding opportunities for these businesses to remain safely open and operational.
Allan recognizes that Philadelphia’s future is tied to the success of its public school system. He considers the greatest asset in our City to be the people, and that we need to further invest in our youth. Allan has championed initiatives that can revolutionize education in the classroom and teach skills that are essential to today’s evolving workforce. Allan has advocated for all Philadelphia students to have access to coursework in financial literacy, entrepreneurship, and technology.
Over the years, Allan has supported increases in local funding for our school system and will continue to call for fair and equitable funding. Additionally, Allan is proud to donate his City Council salary to public school initiatives.
Moving Philadelphia Forward
Philadelphia has many challenges and Allan has worked on a broad range of issues involving the COVID-19 pandemic, the opioid epidemic, city-wide poverty, gun violence, election reform, pension reform, and more. These are important matters that must be addressed to move Philadelphia forward.
Ultimately, Allan’s top priority is to make Philadelphia the best place to live, learn, earn, and visit in the 21st Century.
